The European Commission, DG Climate Action has launched a new project titled “Capacity building on monitoring, reporting and verifications (MRV) of greenhouse gas (GHG) emissions and actions in developing countries”. The project was awarded to a consortium of companies led by NIRAS from Denmark. Other companies in the consortium are Camco (UK), TÜV Rheinland (GER) and GreenStream Network (FIN).

The beneficiary countries are Algeria, Angola, Egypt, Ethiopia, Ghana, Morocco, Nigeria and Senegal. The project is divided into two phases. During the first phase the project team will assess the national circumstances of participating countries. Areas covered include the MRV of emissions and of mitigation actions, in particular the formulation of mitigation actions and the readiness of their MRV systems to support the reporting requirements under the UNFCCC.

For the second phase the project team will select two or three of the countries to build the capacity of public administrations and companies for setting up national monitoring and reporting systems and formulating low-emission development strategies and other mitigation actions.

GreenStream on mukana hankkeen toimeenpanossa. Kansainväliseen konsortioon kuuluvat GreenStreamin lisäksi tanskalainen NIRAS, brittiläinen Camco sekä saksalainen TÜV Rheinland.

Kasvihuonekaasujen seurantaa ja raportointia kehitetään Algeriassa, Angolassa, Egyptissä, Etiopiassa, Ghanassa, Marokossa, Nigeriassa ja Senegalissa.

Hankkeen ensimmäisessä vaiheessa tehdään tilanneanalyysi kaikille osallistuville maille. Toiseen vaiheeseen valikoidaan osa maista, joille laaditaan niin julkiselle kuin yksityisellekin sektorille suunnattu ohjelma, jonka tavoitteena raportointivalmiuksien kehittämisen ohella on tukea maiden omien vähäpäästöisten kehitysstrategioiden laatimista.
